长株潭城市群水环境承载力多目标优化研究

摘    要:长株潭城市群地处湘江中下游,水环境污染严重,制约了长株潭社会经济的可持续发展及两型社会建设。为此,建立并采用遗传算法求解了长株潭多目标优化模型。该模型以经济效益、水环境质量、人口承载力为目标函数,以供水能力、部门需水、污染物排放总量及环境经济协调发展为约束。结果表明:人口数量的变化是影响氨氮排放量的主要因素,氨氮排放量会限制人口承载规模。COD和氨氮减排对GDP增速也有一定的制约作用。供水效益的增长不仅能拉动经济的发展,还能使各部门用水结构获得一定改善。在长株潭用水效益提高至10%,用水总量年均降低5%,同时控制污染排放的情况下,可以获得GDP增长、人口数量和污染减排目标的Pareto解最优以及各部门最优用水配置。研究成果对长株潭区域制定战略发展规划和进行有效的管理决策具有参考价值和实践意义。

Abstract:Changsha-Zhuzhou-Xiangtan urban agglomeration is located in the middle and lower reaches of the Xiang River. The water pollution is serious, which restricts the sustainable development of Changsha-Zhuzhou-Xiangtan social economy and the construction of two-oriented society. Therefore, a multi-objective optimization model of Changzhutan is established and solved by genetic algorithm. This model takes economic benefit, water environment quality and population carrying capacity as objective function, and water supply capacity, department water demand, total pollutant discharge and coordinated development of environmental economy are constraints. The research conclusions are as follows: The change of population quantity is the main factor affecting ammonia nitrogen emission, and ammonia nitrogen emission will limit the carrying scale of population. COD and Ammonia nitrogen emission reduction also has a certain restriction on GDP growth. The increase of water supply benefit can not only drive the development of economy, but also improve the water supply structure of various departments. In the case that the total amount of water used in Changzhutan is reduced by 5% annually, the water use efficiency is increased to 10%, GDP is increased, population is reduced and pollution emission is reduced, Pareto solution of each target is optimal, and water allocation of each department is also optimal. The research results of this paper have reference value and practical significance for making strategic development plan and making effective management decisions in Changsha-Zhuzhou-Xiangtan urban agglomeration.
