| 摘 要： | 生态旅游作为一种回归自然、体验自然、保护自然的全新旅游方式，在国家公园的建设中扮演着重要的角色。祁连山国家公园作为我国西部重要的生态安全屏障，也是我国首批设立的国家公园体制试点区之一。为推进其生态综合治理、生态环境修复任务和生态旅游发展的有效持续，实现生态严格保护与经济社会发展的双赢，文章结合祁连山国家公园试点区建设的实际情况，采用SWOT方法分析其生态旅游发展状况。结果表明，祁连山国家公园发展生态旅游具有显著的自身优势与良好的外部发展机遇，也存在不少亟待补足的短板, 同时面临着诸多的挑战。提出在坚持保护优先、限制性及全民公益性原则的基础上，以国家公园试点区建设为契机，优化顶层设计，完善体制机制，注重社区参与，创新生态旅游发展模式等构想。

Ecotourism Conception of Qilian Mountain National Park Based on Sustainable Development |

| Abstract: | Ecotourism, as a new tourism way to return to nature, experience nature and protect nature, plays an important role in the construction of national parks. As an important ecological security barrier in western China, Qilian Mountain National Park is also one of the first pilot areas of national park system in China. In order to promote the effective succession of the ecological comprehensive management, ecological environment restoration and ecotourism development, and realize the win-win situation of strict ecological protection and economic development, this paper analyzed the development of ecotourism by SWOT method in combination with the actual situation of the pilot area of Qilian Mountain National Park. The results showed that the development of ecotourism in Qilian Mountain National Park had significant advantages and good external development opportunities, but existed many shortcomings and challenges. On the basis of adhering to the principles of protection priority, restriction and public welfare, this paper proposed to optimize the top-level design, improve the system and mechanism, pay attention to community participation, and innovate the development mode of ecotourism with the opportunity of pilot construction of national park. |
