| 摘 要： | “十二五”时期是全面建设小康社会的关键时期，是深化改革开放、加快转变经济发展方式的攻坚时期。作为转变经济发展方式的重要途径，统筹城乡发展也是现阶段“三农”工作的指导思想与政策支持体系的核心内容。从统筹城乡发展的内涵入手，分析了统筹城乡发展中的农村资源与环境面临的形势、问题及其根源，并从改造传统产业、实施农村清洁工程、调整农业产业结构、推进农业清洁生产和提高农民科学素质等多个方面提出了应对之策。
