| 摘 要： | 回顾了荒漠化问题的由来、1977年以来几次全球性荒漠化评估和国际社会对荒漠化问题的争议。通过分析1977～1991年间全球防治荒漠化行动的失败原因和《荒漠化公约》面临的资金机制、履约机制、技术转让与传播和荒漠化评估指标与基准等主要问题,得出深入研究人为和气候因素对荒漠化的影响和全面评估全球荒漠化态势对促进2005年后全球履约进程具有重要意义。

| Abstract: | This article reviewed the origin of"desertification",previous global desertification assessments,and recent arguments on the causes and trends of desertification.Through analyzing reasons causing failure of the global anti-desertification action programmes from 1977-1991 and challenges of financial mechanism,implementation review mechanism,technical dissemination and transfer and benchmark and indicators for desertification monitroing facing by UNCCD.It is concluded that deeply research on human and climatic impacts on desertification and comprehensive and standardized assessment on global desertification are significant to UNCCD implementation beyond 2005. |
