| 摘 要： | 顺应党的十六大报告提出的"形成全民学习,终身学习的学习型社会,促进人的全面发展"的宏伟目标之要求,对建立终身学习体系和构建学习化社会的重要性进行分析,认为应从观念转变和制定法规两方面建立终身学习体系、构建学习化社会。
