| 摘 要： | 海南省城乡二元经济结构日趋严重，发展休闲农业成为解决海南省二元经济结构的主要途径之一。通过发展休闲农业制约因素分析，认为有关部门应该制定并完善海南省休闲旅游业的扶植政策，建立健全完善的休闲旅游业扶植体系；提高农村居民的素质，解决素质二元结构问题；要精心设计旅游产品，抓好旅游产品开发，打造休闲旅游精品区；要切实处理好旅游业发展与经济发展的可持续性的关系，以及海南省旅游业可持续发展和解决二元经济结构问题的关系，以促进海南省社会的全面发展。

| Abstract: | Dual economic structure between urban and rural areas has been growing in Hainan province, and the development of leisure agriculture became one of the main ways to resolve the dual economic structure. By factors analysis, which constrained the development leisure agriculture, we believed that relevant sectors should develop and perfect the leisure tourism foster policy in Hainan province, establish sound perfect tourism foster system of leisure, improve quality of rural residents, address quality dual structure problem, design tourism products carefully, promote tourism products development, and build leisure tourism boutique area. This paper also showed that we should effectively solve the relationship between tourism development and sustainable economic development, and the relationship between sustainable developments of Hainan tourism and settling dual economic structure problem, which would promote social development in Hainan province. |
