| 摘 要： | 对建国以来国民经济恢复时期、农业社会主义改造时期、人民公社化时期以及改革开放之后的相关林业政策的基本特征进行了较为全面的归纳和总结，对各个时期的政策效应进行了实证分析.这一对林业政策演变过程的考证表明，林权政策的演变对林业发展产生了最为显著的影响.同时说明，合理的退耕还林政策应该具有良好的稳定性、民众参与性和激励相容性。

| Abstract: | This paper concludes and sums up the basic character of relative forestry policy in an all-round way for the stage of national economy restoration,agricultural socialism reformation,people's commune,as well as reforming and opening period after the founding of New China.It also analyses empirically forestry policy effect for every period.The research for the evolution process of the forestry policy manifests that the evolution of ownership of forest policy produces remarkable effect to the development of forestry.At the same time,the text explains that reasonable grain for grass policy should be provided with good stability,mass participation and encouragement on harmonious development. |
