| 摘 要： | 基于虚拟耕地视角构建了县际耕地生态补偿分析框架，以县区为基本核算单元，选择河南省为研究对象，开展支付/受偿区域划分与补偿标准测算的研究，并提出了构建跨区域耕地生态补偿的政策建议。研究结果表明：1）河南省虚拟耕地净流出的县区主要分布在经济发展水平较低、农业生产条件优越的区域，净流入的县区主要分布在经济发展水平较高的区域。2）根据虚拟耕地流动格局，对耕地生态补偿支付/受偿区域进行划分，耕地生态补偿受偿区主要集中在河南省东部和南部平原地带，支付区主要集中在河南省中部地区、西部丘陵山区以及地级城市主城区所在地。3）各县区间支付额度差异较大，郑州市辖八区、洛阳市辖六区、平顶山市辖四区的支付额度较大，总支付额度所占的比例超过50%；永城市、息县、唐河县、太康县、滑县、郸城县、正阳县、商水县、西平县、固始县等县区的受偿额度较高，总受偿额度所占的比例超过了60%。

| Abstract: | From the virtual farmland perspective and taking the counties in Henan Province, this paper constructed an analysis framework of inter-county farmland ecological compensation to analyze the compensation standards for inter-county farmland ecological compensation. Results show that: 1) the net outflow of the virtual farmland in Henan Province is mainly distributed in the areas with low economic development level and superior agricultural production conditions, and the net inflow is mainly distributed in the areas with high economic development level; 2) according to the flow pattern of virtual farmland, the payment/compensation area of farmland ecological compensation is divided. The compensation area of farmland ecological compensation mainly concentrates in the eastern and southern plains of Henan Province, and the payment area mainly concentrates in the central region of Henan Province, the western hilly and mountainous areas and the main urban areas of prefecture-level cities; and 3) the payment and receiving amount varies greatly among the counties: the payment amount of the eight districts under the jurisdiction of Zhengzhou, six districts under the jurisdiction of Luoyang and four districts under the jurisdiction of Pingdingshan are higher with the total payment share over 50%, and the compensation receiving shares of Yongcheng, Xi, Tanghe, Taikang, Hua, Dancheng, Zhengyang, Shangshui, Xiping and Gushi counties are higher, with the total amount of compensation receiving share over 60%. |
