| 摘 要： | 我国水资源计量与统计管理经历了从无管理状态到依法管理的历程，但目前的计量与统计基础设施和管理水平还不能满足实施最严格水资源管理制度的要求。因此，本文根据区域、行业和用水户的管理尺度特点，设计提出了不同的管理方向。并从国家、流域、省区三层，提出了不同的管理任务。通过结合不同尺度、不同层面的管理方向和任务，最终形成以国家宏观指导、行业协助、流域平衡、省区管理实施为主导的上下联动、全面覆盖、分级负责的管理模式。

Discussion on the Management Mode of Water Resources Measurement and Statistics in China |

| Abstract: | The management of water resources measurement and statistics in China developed from the chaos state to the legal state. At present, the existing issues in the management cannot meet the need of the implement of the strictest water resources management policy. Therefore, we suggest that different missions should be assigned to different management scales and levels. By combining these missions, we proposed a management mode for the water resources measurement and statistics management in China. That is: to establish the upper-to lower linked, fully-covered and graded responded management mode, which is compose of the elements of national instruction, industry assistance, basin bureaus balance and provincial implement. |
