摘    要:新时代以来,党和国家高度重视高校思想政治教育工作,并相继出台诸多高校思想政治教育政策。基于政策工具视角,构建"政策工具—政策内容"二维分析框架,对新时代以来中央及其部委层面颁发的44份有关高校思想政治教育政策文本进行量化分析。研究发现,新时代以来,我国高校思想政治教育政策供给总体波动上升,政策工具组合多样化,政策内容要素配置存在差异。由此,未来应加强高校育人环境的研判,保障高校思想政治教育政策供给;优化政策工具的组合使用,提升高校思想政治教育政策效力;均衡政策内容的配置结构,完善高校思想政治教育政策体系。

A Quantitative Analysis on the Policy Texts of Ideological and Political Education in Colleges and Universities in China since the New Era: From the Perspective of Policy Tools

Abstract:Since the new era, the Party and the State have attached great importance to ideological and political education in colleges and universities, and a number of relevant policies have been formulated. From the perspective of policy tools, we construct a two-dimensional analysis framework of "policy tools - policy content", and conduct a quantitative analysis of 44 policy texts related to ideological and political education in colleges and universities issued by the central government and the ministries and commissions since the new era. The study finds that, since the new era, the provision of policy for ideological and political education in colleges and universities has generally exhibited a fluctuating rise, the combinations of policy tools are diverse, and the configurations of policy content elements are different. Therefore, in the future, we should strengthen the research and judgement on the educational environment in colleges and universities to ensure the provision of ideological and political education policies; we should optimize the combination of policy tools to enhance the effectiveness of these policies; we also should balance the configuration structure of policy contents to improve the policy system of ideological and political education in colleges and universities.
