| 摘 要： | 农业节水项目建设是促进我国社会经济可持续发展的重要措施。对农业节水项目进行社会效果后评价可以使它们在社会发展方面更好地发挥其应有的作用,并为拟建项目提供决策依据。但我国农业节水项目社会效果后评价仍然存在一定的问题,针对这些问题,提出要从法律保障机制、人才保障机制以及评价成果反馈及应用保障机制3个方面进行农业节水项目社会效果后评价的保障机制建设,以确保我国农业节水项目社会效果后评价工作的良性发展。

| Abstract: | The construction of agricultural water-saving project was an important measure to promote the sustainable development of social economy in China.The social benefit post-evaluation of the agricultural water-saving projects could fully play their effects in social development and provide the basis of making policy for the project intended to be built.However,some certain problems still existed in social benefit post-evaluation of the agricultural water-saving project in China.Aiming to the problems,the guarantee mechanism of social benefit post-evaluation of the agricultural water-saving project would be built from 3 aspects of guarantee mechanisms of law,talented person and the feedback and application of the appraisal achievement to ensure the benign development of social benefit post-evaluation of the agricultural water-saving project. |
