| 摘 要： | 阐述了制定林业产业政策的重要意义及理论依据,指出林业产业政策的主要内容是对现阶段林业主导产业的判断和林业产业结构调整、优化的战略方针等。提出落实林业产业结构调整、优化战略方针的具体措施,如实施重点发展“替代进口型木材产业”,优先发展“出口导向型木材产业”和“林区特色产业”的战略等。

| Abstract: | The paper indicates the significance and theory of industrial policy-making for forestry. It shows that the main parts of its policy are the judgment of leading industry, adjustment of industrial structure and optimal strategy. Then, it put forward detailed countermeasures, such as to attach much importance to substitute for imported timber industry, give priority to export-oriented timber industry and special industry in forest areas, and so on. |
