| 摘 要： | 公共机构节能是节能减排工作的重要组成部分;黑龙江省公共机构节能工作体系、制度、机制已逐步建立完善,但仍存在一些问题。为此,必须在目标管理责任制考核、制定公共机构节能计划等方面进一步加强工作管理,以推动公共机构节能再上一个新台阶。
