| 摘 要： | 工业园区是培育产业集群的重要载体,而工业园区的组织结构、低成本、创新能力、协同效应的优势是产业集群形成的主要原因.园区是西部县域经济增长的有效模式,但西部县域园区产业集群发展现状表现:产业结构松散,组织分工协作不紧密,经济效应不明显.西部县域园区产业集群培育思路是:因地制宜培育园区产业集群,政府部门应为企业集群创新提供良好的发展环境,从制度创新上为我国实施企业集群战略提供保障.
