| 摘 要： | 长江上游地区滑坡、泥石流灾害分布集中，发生频繁，危害面广，对当地国民经济的发展和人民生命财产的安全构成严重威胁。治理滑坡、泥石流灾害需要大量的资金投入。根据我国国情，目前实行以防避为主，充分发挥滑坡、泥石流预警系统站点的辐射效应，普及滑坡、泥石流监测预警基础知识，动员滑坡危险区和泥石流易发区社会力量和广大群众，开展群测群防，把灾害损失减少到最低限度，不失为防灾减灾的有效途径。

Probe into Ways of Monitoring and Prevention of Slide and Debris Flow disaster in Upper Yangtze River by Pooling Strength of the Masses |

| Abstract: | The slide and debris flow disasters in upper Yangtze River distribute concentratively,take place frequently,damage in a large range and menace the development of local national economy and security of people's lives.The harnessment of slide and debris flow disasters needs a large amount of funds.According to our national condition at present,taking prevention andavoidance as the dominant measure,fully playing the radient effect of warning stations for slide and debris flow,popularizing the basic knowledge of mornitoring and warninging slide and debris flow disasters,monitoring and preventing slide and debris flow by pooling strength of the masess and society in slide dangerous area and the area easily subjected to debris flow to decrease the loss of disasters into the lowest degree are effect ways for disaster prevention and reduction. |
