| 摘 要： | “退人还山”是在科学发展观指导下，一个来源于湘西州扶贫开发实践、服务于民族贫困山区农民新农村建设的理论，是国家易地扶贫战略的新发展。“退人还山”遵循了山区自然法则和经济规律，它是贫困山区农民改变贫困命运的根本出路，是国家生态建设的治本之策。

| Abstract: | ＂Backing to the mountain system＂ is a kind of practice about Xiangxi Autonomous State to take off the poor state, and a theory servicing people in the nationality , poor and mountain zone under the direction of the scientific developing view. It follows the law of nature and economic rule. It is the root road of mountain people to taking off the poor state, is the root plan on national ecological building. |
