| 摘 要： | 阐述了林业尤其是速生丰产林产业面临的机遇,福建省发展速生丰产林的优势所在;大型企业暂时观望的主要原因是产权机制没有真正理顺,计划经济下所形成的思维惯性对林权改革造成干扰;强调政府在改革初期的干预,着力解决速生丰产林建设中存在的几个问题;林权改革的目的、意义、原则、任务及实施过程中出现的问题;速生丰产林建设及与之配套的林权制度改革如何加快市场化进程.

| Abstract: | This paper expounds the following items:the opportunities faced by forestry,especially the fast-growing and high-yield plantation industry;the advantages for Fujian to develop fast-growing and high-yield plantation;the main reasons,why large enterprises keep watching at the moment,lie on the unclear property right;the interruptions to forest right reform from thinking inertia,which formed under the planning economy;the interferences at the very beginning of reform from government are stressed;the several problems existed on the construction of fast-growing and high-yield will be solved with great endeavours;the objectives,meanings,principles,tasks of forest right reform and the problems appearing during reform implementation.And,this paper concentrates on the discussion of fast-growing and high-yield construction,and also concentrates on how the counterpart forest right system reform expedites its marketing process. |
