温室效应及林业对策

摘    要:全球面临的温室效应问题,影响着社会经济的发展,危及人类的生存。森林在减轻温室效应方面具有重要的作用,毁林所产生的温室气体占其总量的25%左右,扩大森林资源可有效地固持温室气体。本文还介绍了森林与温室效应的经济评价。提出了诸如开展森林生态教育、建立全球森林资源与温室气体监测系统、制度国家一级的林业政策、林地规划、控制人口增长、创造良好的国际贸易环境、促进森林资源持续发展等减缓温室效应的对策。

Abstract:The world now is facing the problem of greenhouse effect as greenhouse gas increases in concentration,influencing the development of social economy and threatening theexistence and development of human society.Forest plays an important role in reduction ofgreenhouse effect.The carbon content of forest is higher than that of other ground vegetation and that of soil.The destruction of forests results in the release of carbon stored inforest vegetation and forest soil,which of course enhances the greenhouse effect.The greenhouse gas engendered from the forest destruction is about 25% of the total.So the effective way to reduce the greenhouse effect is augmentation of the forest resources.In thispaper,some methods of economic assessment of the forest and greenhouse effect is presented,which provides a the oretical basis for compensation and reduction of the greenhouse effect.Besides,a series of countermeasures are suggested,such as carrying out educationabout forest environmental ecology,setting up a global monitoring system over forest resources and greenhouse gas,formulating proper national forest policy,mapping out a forest1and program,controlling the population growth,creating a good environment for world forest products trade,promoting the sustainable development of forest resources,speedingup the slow growth of social economy and levying tax on the greenhouse effect.
