| 摘 要： | 为了解西藏农村土地流转状况,促进土地流转市场的健康发展,采用问卷调查和访谈法在林芝县进行调查。结果表明:当地土地流转规模小,集中分布在城镇周边;土地流转方式单一,流转程序不规范;农牧民在经济利益驱动下流转意愿强烈;限制土地流转的因素主要是无人承租、地块基础设施薄弱和地块分散。说明,林芝县农村土地流转尚处于自发流转阶段,应逐步增强村集体在土地流转中的作用,为农牧民提供现代农业技术培训和资金支持,做好土地整理工作,积极发展第三产业,引导农户规范流转土地。

A Preliminary Report on the Study of Rural Land Circulation in Nyingchi County of Tibet Based on Agricultural Household Survey |

| Abstract: | The purpose of this study is to investigate state of rural land circulation in Tibet for promote rural land circulation market development. Questionnaire and interview are mainly used in this research. Results reveal that： （1 ） The rural land circulation were small in scale ,and mostly locate on the suburbs; （2） a single mode,the defects in its procedure; （3） the household have a strong desire to transfer land for more income ; （4） the limiting factor of rural land circulation is lack of tenant, the poor farmland facility, and decentralized land. These problems may be solved by enhancing the effect of village collectivity, providing modern agricultural technology and financial support, readjusting land, and developing the third industry actively. |
