| 摘 要： | 随着农村水利产权改革的深入，农村水利的建设主体与管护主体多元化，产权结构多样化，建立科学的农村水利利益补偿机制有利于平衡投资者、用水户及相关受损单位的利益。本文在分析国内外水利补偿模式的基础上，分析建立弹性补偿机制的必要性，重点讨论了收益不确定条件下采用弹性合约机制对水利投资者进行投资补偿，该补偿机制有利于调动社会投资者参与农村水利建设与维护的积极性，有利于合理分担水利项目风险。

Elastic Compensation Mechanism of Rural Water Conservancy Under Uncertainty Income |

| Abstract: | With the deepening of the property rights reform of rural water conservancy, there is diversification subject of the construction and management of rural water conservancy, as well as diversification of property right structure, in order to balance the interests of investor, water user and related damaged unit,we must establish scientific benefit compensation mechanism on rural water conservancy. Based on the literature analysis of both domestic and abroad about water conservancy compensation mode, this paper analyzes the necessity of establishing elastic compensation mechanism, and focuses on using elastic mechanism to compensate investors investing in water conservancy under uncertainty earnings conditions, the compensation mechanism conducive to mobilize the enthusiasm of social investors to participate in rural water conservancy construction and maintenance, and in favor of reasonable risk sharing. |
