| 摘 要： | 本文总结了中国改革开放后江苏省在农村发展和建设方面的实践经验，即发展乡镇企业、建设小城镇、转移农村富余劳动力和推进农业产业化。对江苏省在探索城乡统筹、工业反哺农业、城市带动农村、建设社会主义新农村的路径进行了概括。提出了新一轮的新农村建设动力来自于国家、政府部门和城市的强力推动与支持，是农村内部动力和外部助力的双重作用，为此，社会资源配置应改变以往偏重于城市的倾向，在城乡合理分配，而且在一个时期内应向农村倾斜。并提出了当前和今后一个时期江苏新农村建设的目标与新思路。

| Abstract: | This text summarized the practice experience of new village construction in Jiangsu after the China reconstruction open,that is developing villages-towns enterprises,building towns,transferring rich remaining work force of village,and advancing the agriculture industry turn.This text generalized the path that the integrative development of countryside and city,the industry Re-feeding agriculture,city arouses the village,and new village construction after 16 representative's conferences in Jiangsu.New power of new village construction is the boost and backing of state,government sector and city.That is dual role of village inner part and exterior help.The social resource install must reasonable repartition between the city and country.Tilt to one side toward the village.This text bring forward the goal and new way of thinking of new village construction in Jiangsu. |
