| 摘 要： | 按照Leo Vanden Berg的城市发展阶段理论和刘易斯等的经济发展理论,实现农业现代化是推进城市化阶段演进的必要条件。中国的二元社会制度不仅固化了农业的小农经济格局．阻碍着农业的现代化．而且使得我国的农民无法像其他国家那样不断向城市转移．并以“城市病”的形式存在．在农村长期积累,形成日益严重的“三农”问题。因此．我国政府实际上首先面临的是一个城市化战略的选择问题：究竟是继续在农村内部寻找解决问题的途径．还是接受“城市病”．即在迅速推进农业现代化的同时．通过城市化将“三农”问题向城市转移,进而利用城市发展阶段的演进逐步消除“城市病”。

| Abstract: | According to Leo den Berg's theory of the stage of urban development & Luis's theory of economic development,the modernization of agriculture is essential to promote the development stages of urbanization.However,China's dual system solfifies the pattern of amall agricultural economy,and hinder the agricultural modernization as well,which can't transfer peasants' problems to cities or form the urban sickness as other countries did.Instead,those problems have been accumulated in the countryside,causing the increasingly serious"Three Issues in Agriculture".Consequently,our government faces the option of an urbanization strategy:whether to continue seeking the resolutions with the countryside or to accept"Urban Sickness".The author argues that the solutions to this difficult problem are:to simultaneously quicken the pace of agricultural modernization.and also transfer Three Issues in agriculture by urbanization and go further to strip them awat at the stage of the evolution of urban development. |
