| 摘 要： | 结合我国当前处于由目标总量控制向容量总量控制过渡时期的特点,以公平与效率为配置原则,构建了由法定削减与公平削减组成的两步削减模型。通过模糊聚类分析和层次分析法的联合应用,建立了模型的求解方法。

| Abstract: | Considering the characteristics in the interim from target gross control to capacity gross control in our country,a two-step curtailing model consisting of legal curtailing and equitable curtailing was established based on the principles of equity and efficiency.In the model,the pollution discharge characteristic of the industry that the corporation affiliated with,the pollution generation characteristic of the corporation's production technology and the efficiency characteristic of the corporation's disposal technology were considered as the main factors in computing the curtailing ratio of pollution discharge quantity.By the combination of Fuzzy Clustering Analysis and Analytic Hierarchy Process,the solution method was instituted.The model had the advantages of easy-to-collect information,wide application domain and strong practicability. |
