| 摘 要： | 从耕地的减少与兼业户增加、土地征地拆迁产生利益分配和城市文化消失、城市规模过大和建设千篇一律3个方面的矛盾进行了阐述和分析,最终提出了发挥集体权力,实现耕者有其田;发展中小城市的规模,实现集聚经济;土地尽其利,农户参与决策等解决策略。

| Abstract: | The author described and analyzed the contradictions between agricultural use and non- agricultural use of Chinese collective land under the background of new- type urbanization from the following 3 aspects： the decrease in cultivated land and the increase in households with combined occupations,the benefit distribution and urban culture disappearance produced by land requisition and demolishing,the oversize scale and same construction pattern of city. Finally,this paper raised the following solving strategies： exerting the collective power to realize that the tillers have their fields,developing the scale of small- medium cities to realize the agglomerated economy,making the land profits maximize,and letting the farmers participate in decision- making. |
