| 摘 要： | 论述创新基层图书馆建设思路，探求乡镇图书馆发展途径，制定发展规划，调拨文献购置经费，争取社会的捐赠，与文献信息资源共享有机结合，乡镇图书馆应加强自身的建设，注重地方文献的收集和利用，办出地方特色，切实为基层群众服务。提高建设基层图书馆重要性的认识。
