| 摘 要： | 农业科技创新是农业发展的关键,农业科研机构作为科技创新主体之一,对科技创新产生重要影响。文章基于DEAMalmquist方法,采用2011—2018年全国31个省(直辖市、自治区)农业科研机构科技投入与产出面板数据,首先对河北省农业科研机构科技创新效率进行分析,其次对河北省与全国其他省份农业科研机构科技创新全要素生产率(TFP)进行比较分析。结果表明:河北省农业科研机构科技创新TFP指数前期波动较大,后期呈稳定变化趋势,但整体水平较低;河北省农业科研机构科技创新效率在全国居中下游水平,与其他省份差异明显。根据结论,提出促进河北省农业科研机构科技进步和提升科技创新水平的建议。

| Abstract: | Agricultural scientific and technological innovation is the key to agricultural development.As one of the main body of scientific and technological innovation,agricultural scientific research institutions have an important impact on scientific and technological innovation.Based on DEA Malmquist method,using the panel data of scientific and technological input and output of agricultural research institutions in 31 provinces of China from 2011 to 2018,the efficiency of scientific and technological innovation of agricultural research institutions in Hebei Province was analyzed in the paper,and then the TFP of scientific and technological innovation of agricultural research institutions in Hebei Province was compared with other provinces of China.The results showed that the TFP index of agricultural scientific research institutions in Hebei Province fluctuated greatly in the early stage and showed a stable trend in the later stage,but the overall level was relatively low.The efficiency of scientific and technological innovation of Hebei Province was in the middle and lower reaches of the country,which was significantly different from other provinces.According to the conclusion,some suggestions were put forward to promote the scientific and technological progress of agricultural scientific research institutions in Hebei Province and to improve the level of scientific and technological innovation. |
