| 摘 要： | 2004年3月,根据国家林业局的部署,湖南省在会同县进行了“现有的资源林政执法队伍明确为林业综合行政执法机构”试点。重点对林业综合行政执法的发展前景及实施综合行政执法对林业主管部门行政管理体制改革的影响,进行了探索和研究。调研表明:林业综合执法势在必行,它能够排解现行林业行政执法体系中存在的问题,缓解林业执法体系中传统惯性大、磨合期长的不利因素。 |

| Abstract: | According to the National Forestry Bureau deployment in March 2004,the experiment site was based on "The resources forestry administration law enforcement troop is the forestry synthesis administration law enforcement agency" in Huitong County of Hunan.The main research based on the development prospect of forestry synthesis administration law enforcement,and research on the influence of the forestry administration department administration organizational reform by implementation of synthesis administration law enforcement,has carried on the exploration and the research.The investigation and study indicated that: The forestry synthesis enforces the law was imperative,it can mediate the existing question which in the present of forestry administration law enforcement system,and alleviates disadvantage factor in the forestry law enforcement system such as the traditional big inertia and long time in communication of governments. |
