系统工程理论在平南县集体林权制度改革中的应用

摘    要:林权制度改革中的外业勘测系统是一个十分复杂的社会系统.为了能让这个复杂的系统达到最优化设计,最优控制和最优管理的目标,运用系统工程理论对广西平南县的林权制度改革外业实地勘测系统从集合性、相关性、层次性、目的性、整体性、环境适应性6个方面进行了分析,并运用系统动力学理论分析了影响系统的各种因素.藉此提出了提高此系统运行效率的建议.

Abstract:Fieldwork system is a complicated social system in the reform of collective forest property.In order to simplify the complicated system to the objectives of optimum design,optimum control and optimum administration,the paper adopted systematic engineering theory to analyze fieldwork survey system of Nanping's collective forest property reform from 6 aspects in aggregation,relevance,stratification,intentionality,integrity and environmental adaptability.And systematic dynamics theory was used to analyze all factors that affected the system.Therefore,some advices were put forward to upgrade the efficiency of the system.
