| 摘 要： | 通过对水的成本价值与可承受价值的研究,建立和谐水价模型,确定符合价值规律并同时体现水资源稀缺性、促进社会经济发展的决策水价。应用和谐水价模型对黑河中游地区农业水价进行应用分析,根据实际情况,将农户用水的经济效益作为水价决策的重要依据,充分考虑农户与政府之间的博弈,选取合适的和谐系数与水价影响因子,制定黑河中游地区农业和谐水价区间和水价提升速度。
