| 摘 要： | 金融危机对我国中小型企业产生了巨大冲击,企业的经营困顿造成了一大批失业返乡的农民工,如何解决他们的再就业问题成为当今社会关注的热点。通过对金融危机给农村务工人员带来的困境（困窘）和他们返乡后再就业所面临障碍的分析,提出了全方位建立其再就业扶持体系的思路,即以政府为责任主体、返乡农民工为受助对象、社会第三方为辅助支持三个层面共同构建其再就业扶持体系。

| Abstract: | The financial crisis has a strong impact on the small- and medium-sized enterprises in China. Many farmer workers have lost their jobs and returned home in the course of difficulties in production of such enterprises. How to solve their re-employment problem is a social hot spot issue. The authors analyze the predicaments induced by the economical crisis and obstacles to their re-employment when they have returned to their native villages, and propose a comprehensive re-employment system. It is composed of three laminations： liability of the.government, sponsored beau of returning farmer workers and the sub- sidiary support from the third organizations. |
